Also the Tor has the lowest range of any radar missile AA in game so your actual useful range is only between 1km and 3km, even though IRL it has a longer range than the Roland 3, which is the same price in game with 4km range missiles. The only advantage the Tor has is it's salvo length, which honestly doesn't come close to making it viable.
